Position: RECRUITMENT MANAGER – HEAD OFFICE
This role reports directly to the Human Resources Executive

About the Role
This role is responsible for leading the national recruitment function for a Temporary Employment Services (TES) and Functional Outsourcing business across South Africa. The Recruitment Manager ensures that recruitment strategies, talent pipelines, compliance standards and team performance support operational requirements, client specifications and new contract mobilisation. The role requires strong leadership, high-volume recruitment experience, knowledge of labour legislation and the ability to deliver reliable, compliant and fit-for-purpose staffing solutions across warehousing, logistics, FMCG, ports, automotive, manufacturing and other environments.
Recruitment Strategy and Workforce Planning
- Develop and implement a national recruitment strategy aligned to operational objectives, client requirements and business growth.
- Forecast staffing requirements in consultation with Operations and General Managers.
- Plan recruitment resources for new contracts, seasonal peaks, contingency labour and high-volume placements.
- Create standard recruitment processes, templates and best practice across all regions.
- Manage recruitment budgets and identify cost-effective sourcing solutions.
National Recruitment Delivery
- Oversee end-to-end recruitment across all regions nationally.
- Ensure vacancies and client specifications are filled within agreed turnaround times and service level expectations.
- Drive proactive sourcing for skilled, semi-skilled and unskilled candidates.
- Ensure sufficient candidate pools are available for contingency staffing and urgent operational demands.
- Support start-up and mobilisation of new client contracts to ensure quality staff are supplied timeously.
Recruitment and Selection Standards
- Ensure recruitment is conducted ethically, legally and in line with company policies and procedures.
- Confirm that all candidates are screened, interviewed, assessed and verified according to client and role requirements.
- Ensure reference checks, criminal checks, qualification checks, medicals and other required vetting are completed where applicable along with the departments responsible.
- Ensure candidate files and recruitment records are complete, accurate and audit ready.
- Maintain confidentiality of client, employee, candidate and company information. (POPIA)
Talent Pool and Database Management
- Build and maintain a national database of available candidates across regions, skills, industries and client requirements.
- Ensure candidate information is captured accurately and kept up to date on the relevant recruitment system.
- Segment talent pools according to skill, location, availability, industry experience and ETI eligibility.
- Monitor candidate availability and ensure contingency pools are refreshed regularly.
- Drive community recruitment, local sourcing initiatives and recruitment campaigns where required.
Recruitment Team Leadership
- Lead, coach and develop recruitment teams nationally.
- Set clear recruitment targets, performance standards and reporting requirements.
- Monitor recruiter performance, productivity, quality of placements and turnaround times.
- Address non-performance in line with company procedures and in conjunction with HR or IR.
- Identify training needs and ensure recruitment teams are competent in company systems, processes and compliance requirements.
Client and Operational Support
- Work closely with Operations to understand client job specifications, operational requirements and workforce challenges.
- Attend client or operational meetings where recruitment input is required.
- Provide professional and timeous recruitment support to internal and external stakeholders.
- Resolve recruitment escalations and ensure service delivery remains consistent.
- Maintain the company values in all client, candidate and internal interactions.
Compliance and Governance
- Ensure recruitment practices comply with the Labour Relations Act, Basic Conditions of Employment Act, Employment Equity Act, POPIA, Employment Services requirements and relevant TES obligations.
- Ensure adherence to company policies, ISO or quality management requirements and internal audit standards.
- Monitor recruitment documentation to ensure legal, ethical and procedural compliance.
- Support audit preparation and corrective action where recruitment shortfalls are identified.
- Ensure all stakeholders receive required recruitment information timeously.
Employment Tax Incentive and Youth Recruitment
- Drive national ETI recruitment focus areas and ensure General Managers understand ETI requirements.
- Monitor ETI-compliant candidate pools and placement opportunities.
- Analyse ETI trackers and prepare weekly or monthly reports for management.
- Identify shortfalls, assist branches with queries and implement strategies to grow youth employment opportunities.
- Promote sustainable recruitment pipelines that support ETI and operational requirements.
Reporting and Recruitment Analytics
- Submit weekly and monthly recruitment progress reports to management.
- Track fill rate, time to fill, vacancy ageing, source effectiveness, candidate availability and recruiter productivity.
- Report on new contract mobilisation, readiness and branch recruitment performance.
- Analyse recruitment trends and recommend corrective actions where targets are not achieved.
- Compile recruitment information required for operational reviews, client updates and executive reporting.
Minimum Requirements
- Relevant diploma or degree in Human Resources, Industrial Psychology, Business Management, Labour Relations or similar fields.
- Seven to ten years’ recruitment experience, with strong high-volume TES recruitment exposure.
- Three to five years’ experience managing recruitment teams across multiple sites or regions.
- Experience within warehousing, logistics, FMCG, ports, manufacturing, automotive or industrial environments.
- Strong knowledge of South African labour legislation, POPIA, recruitment compliance and TES requirements.
- Valid driver’s license, own reliable transport and willingness to travel nationally as required.
